The latest transfer rumors from around the footballing world, including Premier League, La Liga, Serie A, Bundesliga, Ligue 1, and much more.

Chelsea to offer player-plus-cash deal for Silva’s heir

Chelsea could make a transfer offer for Matthijs de Ligt, a defender they’ve identified as the ‘perfect’ heir to Thiago Silva.

The European champions rate the 21-year-old and could reportedly offer Juventus a player-plus-cash deal, which includes €60 million and striker Timo Werner – who is valued at €45m.

As of now, Juventus have issued no response to this alleged proposal. The Bianconeri, though, have previously described De Ligt as ‘non-transferable’. [Calcio Mercato – in Italian]

PSG make their move for Messi

The Ligue 1 giants have wasted no time in making a move for Lionel Messi.

The six-time Ballon d’Or winner is up for grabs this summer as a free agent after Barcelona announced his departure. He plans to take his time before making any final decision.

But it’s understood Paris Saint-Germain have already made inquiries regarding Messi’s situation. The Argentine turned down approaches from PSG and Manchester City earlier in the year. [Fabrizio Romano]

Japanese star next up on Tottenham’s transfer list

Tottenham will reportedly make a fresh transfer offer for Bologna defender Takehiro Tomiyasu worth around £17 million (€20m).

Spurs previously called off a move for Tomiyasu while he represented Japan in the Olympic Games. However, Fabio Paratici is ready to reignite his interest. The club’s sporting director has agreed on personal terms with the 22-year-old.

The only thing left is for Spurs to strike an agreement with Bologna. The Lilywhites have increased their original offer of £15.5m to £17m to entice the Serie A club into a deal. [Football Insider]

Lukaku’s possible Blues return set to be stalled

Inter Milan chairman Steven Zhang won’t rush into any final decision over Romelu Lukaku’s future.

With Erling Haaland seemingly out of reach, Chelsea have turned their attention to Lukaku. The Belgian is reportedly open to returning to Stamford Bridge this summer. But Inter have already rejected an £85 million (€100m) offer, which included left-back Marcos Alonso.

The Blues remain confident of a deal, but Zhang will take his time instead of rushing into a decision over Lukaku. [Gazzetta dello Sport – in Italian]

Manchester City tipped as favorites to sign Messi

Despite Paris Saint-Germain’s interest, a Manchester City move is Lionel Messi’s most likely option.

Messi reportedly wants €30 million a year in salary after leaving Barcelona. Therefore, PSG would have to invest €70m on the 34-year-old annually because of French taxes. The Parisians are also trying to tie Kylian Mbappe down to a new lucrative contract, leaving them restricted financially. Players would need to be sold first.

This leaves Manchester City in the hot seat. Messi’s sudden availability may force a change in transfer plans. From originally focusing on Harry Kane, Pep Guardiola’s side could focus all their efforts on signing Messi instead. [Marca]
